Charles Frazier - Board Member
Mr. Charles E. Frazier Jr. is a long-time resident of Antioch California; a father of two sons and seven grandchildren. Mr. Frazier has witnessed the demographic changes that have taken place in Antioch over the past eighteen years and believes that quality educational alternatives are important to the success of the children in Antioch. A firm believer in hard work, Mr. Frazier encouraged his own children and grandchildren to pursue their scholarly ambitions to open more doors and provide more opportunities and options for success. Mr. Frazier's two granddaughters recently graduated from Texas A&M and West Virginia University. He understands firsthand the importance of a strong education.
Mr. Frazier was drafted into the Vietnam War while in college. After serving in the U.S. military, he took a position with the construction equipment manufacturer Caterpillar, where he worked for one year. Having an interest in public service and taking the advice of his father, Mr. Frazier left Caterpillar in 1968 accepting the position of Mail Handler for the US Postal Service. It was at the U.S. Postal Service where Mr. Frazier would remain for more than thirty-four years with his career culminating as Chief Executive of the International Mail Center in Oakland, CA.
Mr. Frazier's role as Chief Executive exposed him to educational and soft-skill deficiencies evident in the minority communities of Oakland. He saw that many prospective employees lacked the educational background to be hired or promoted. Candidates could not pass drug screenings, lacked soft-skills such as proper work/interview attire, communication skills and interview behavior. The International Mail Center in East Oakland was one of only two such facilities in the United States which created hundreds of needed jobs for the citizens in Oakland, however many of the community members lacked the skills needed to take advantage of this employment opportunity. Mr. Frazier has retired, however, he remains active in the community because these challenges still exist for minorities.
Mr. Frazier has held roles in the areas of EEO Adjuster, Vice President of the Mail Handlers Union, Workplace Violence Facilitator, Training Coordinator and Operations Liaison. He has been acknowledged for Distinguished Service, Outstanding Development of Safety Programs and many letters of appreciation ranging from EEO policy implementation to the prestigious SPOT Award. Mr. Frazier has formal executive training and experience in Transitional Leadership, Coaching and Teambuilding, Safety Management Techniques, Industrial Hygiene, Ergonomics Training and OSHA regulations.
Mr. Frazier was recently appointed to the Board Directors of Goodwill Industries of the Greater East Bay (GIGEB), which serves the communities in Contra Costa, Alameda and Solano counties. The mission of GIGEB is to provide job training, employment experience and life skills to enable disadvantaged and disabled individuals to achieve self-sufficiency. Mr. Frazier looks forward to being a part of the R.A.A.M.P. Board Directors.
